Disadvantaged Business Enterprise (DBE) Policy Statement
It is the policy of the Department of Transportation (DOT) that disadvantaged business enterprises shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds. Consistent with its overall policy for Affirmative Action, it is hereby declared that the Pioneer Valley Transit Authority (PVTA) is committed to the utilization of Disadvantaged Business Enterprises as vendors, suppliers, and contractors in all aspects of procurement and contracting to the maximum extent feasible.
It being the objective of the Pioneer Valley Transit Authority to utilize disadvantaged business enterprises to the maximum intent feasible, PVTA has set a specific DBE goal. The annual goal is three percent (3%) of federally funded contracts. Any PVTA Contractor or any subcontractor at any time shall not discriminate on the basis of race, color, national origin, or sex in the performance.
Pioneer Valley Transit Authority has proposed its fiscal year, 2018-2020, Disadvantaged Enterprise Program goal in accordance with US DOT 49 CFR Part 26 to be 7%. Public comments on this goal are encouraged. The Public has 30 days from the date of this notice (1/30/18) to inspect a description of our rationale for setting the above goal. Methodology used to determine the level of DBE participation is available for public inspection during normal working hours, 9am to 5pm, Monday through Friday.
Pioneer Valley Transit Authority will accept comments on the goal for 30 days from the date of this notice. Requests to review or for copies of the proposed goal and its rationale should be directed to PVTA at the address listed below. The information contained in the notice will be made available in accessible format upon request.
