Disadvantaged Business Enterprise (DBE) Policy Statement

It is the policy of the Department of Transportation (DOT) that disadvantaged business enterprises shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds. Consistent with its overall policy for Affirmative Action, it is hereby declared that the Pioneer Valley Transit Authority (PVTA) is committed to the utilization of Disadvantaged Business Enterprises as vendors, suppliers, and contractors in all aspects of procurement and contracting to the maximum extent feasible.

It being the objective of the Pioneer Valley Transit Authority to utilize disadvantaged business enterprises to the maximum intent feasible, PVTA has set a specific DBE goal. The annual goal for federal fiscal year 2021-2023 is 4% of federally funded contracts. Any PVTA Contractor or any subcontractor at any time shall not discriminate on the basis of race, color, national origin, or sex in the performance.
